Calling 03 number

I’m just wondering if 03 numbers cost anything to call? Like radio numbers? It says charged at standard network rate but not sure about all that.

does it cost the same as calling a house landline number ? 013 etc

03 landling numbers come out of your allowance the same as 01 and 02
