I'm currently in Europe and can't receive or make calls. My roaming is switch on.

Some more things to try:
Manually search for another network
Reboot the phone
Turn off 5g in network settings
If still not working then contact O2 to remove the Roaming bar on your account.
If you message O2 on Facebook ( https://o2uk.co/O2CFB) , Twitter ( https://o2uk.co/O2CTW) or Instagram ( https://o2uk.co/O2CIG) , they should be able to help you with this.

Where about? 

Some countries have closed 3G and require 4G Calling to make and receive calls

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.

Then that should be OK.

Have you tried manually selecting a different network

Also if iPhone change the APN to mobile.o2.co.uk

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
