I just bought the s5 mini and wondered if video calls come out my unlimited minutes or whether they are charged per minute.

If you use Skype, calls to another Skype user or any VOIP to VOIP are free. It would only use your data allowance if you weren't calling on WiFi.

Video calls are made over data so be wary of your allowance.

how do you make a non skype/facetime/OTT video call?

In the phone dialler on my android device, there is no option for video.

Not that i wish to use it when i can use SKype for free.

Some phones have the option.
It was a fleeting fad that was introduced with the advent of 3G where video was sent over the network using GPRS (3g video calling does not use data from your allowance but they are charged at circa 50p/min).
The tech is from the Dinosaur age (same as MMS) and today, there are better, cheaper, more efficient options available.

So video calling come from allowance how much of the allowance will it take?

If you are using the new Tu video calling app it takes the same as a voice call but video calls are 60p/min? if you use the normal phone app over the data network.
