new sim from upgrade doesn't work

I have just done an upgrade from an old number on my account and have got a mobile broadband device. I requested a new sim as I don't have the one anymore from the number I upgraded. The device arrived today and I put the new sim in and it doesn't work. I can't get through on the phones as its classed as non urgent however I am trying to set up internet so that my daughter can do her school work at home whilst coronavirus is going on.  Is it supposed to work straight away or does it take 24 hours to work once the device has been delivered? Many thanks.
