I have the option ticked and it always triggers for me on a long text. It doesn't really matter though as I don't pay for mms

Still a bit confused by this @MI5 Sorry, I am not disagreeing or challenging you ar all. I take it that the software which runs the messaging service must include a routine to determine if the conversion from sms to mms is appropriate. So that leads me to wonder if O2 has any say in determining the cutoff point when ordering phones from the manufacturers? If so why would they set different limits for different phones?
I am probably missing the point as is so often the case.

My phone convert a text to mms after 480 characters which is 3 messages and sends it as mms for which O2 would normally charge. If a phone converted after 5 messages it's only then that O2 will charge.

Thanks for your patience @MI5 I must say I find it a very odd situation indeed. And it makes the O2 advice in the link here Stop SMS message going as MMS inaccurate. If the cutoff point is brand and/or model dependent then mentioning 25 is misleading.
Thanks again for enlightening me, even though the sense of it still escapes me.
