It's a web daily charge which you get as soon as your phone connects to a mobile data signal if you don'y have any allowances included in your tariff.
To stop it you need to turn off 3g or mobile data (depending on phone) and just leave wifi turned on to use data over your wifi connection.

Your being charged web daily which is charged if you connect to. O2 Internet away from wifi.

Are you using an iPhone ?

Turn off mobile data in your phones settings to stop it.

Perhaps consider adding a data allowance.

Also remember an iPhone will always turn off wifi when the screen is locked so it is even more important to turn off mobile data to both save allowances and prevent accidental use.

Whichever kind of phone you're using, turn off Mobile Data, as your apps, i.e. Facebook and such are probably updating in the background. If you have an Android phone you can go into your settings and change your apps to update over WiFi only. I'm not sure if you can do that with iPhones.

Settings -> General -> Background Refresh.

At least an android phone can be set to have wifi on always so it won't use mobile data with screen off.....
Wifi >advanced >Always on
