Voicemail Charges on Pay Monthly

I was just wondering whether you incur a charge for using the Voicemail service if I am on Pay Monthly.

Calls to UK voicemail are included in your bundled minutes, then 35p per minute thereafter. Except on the unlimited minute tariffs when UK voicemail is free.

I wonder why they felt the need to clarify "unlimited" ???
