Sim card not received

I haven't received my sim card yet, but only have 24 days left of this months allowance, so effectively lost a weeks use already, why dosn't the allowance start when the Sim is activated?

I ordered one for my mother the day after I ordered mine and hers has already arrived, how long should I expect to wait?
