I am an immigrant working in UK under a Tier 2 Work Visa. I arrived in UK on December 2021. Would I be able to get a Pay monthly phone contract?

Very unlikely I'm afraid.. The usual requirement is 2 to 3 years residency and a good credit history with a UK Bank.

This is not just O2 but all networks.

Some are prepared to issue SIM only contacts before then, but certainly not where a handset is involved

This is not O2 and we are all customers here similar to yourself and cannot answer account type queries.
