Can I receive texts from Australia with a pay as you go account

You should be able to recieve texts from Australia, as the senders mobile network has no idea what tariff you are on. 

It could be getting lost in the connection from the AUS network, so whoever is sending it needs to speak to there network provider

@Chriso1953 The sender in Australia needs use the UK country code, which is +44 and goes before your number, and also leave off the first zero of your number.
