I texted 02 for my PAC code which I received with a early contract fee for leaving 02 earlier m is this on top of usual monthly my contract ends 24 /02/ 2023 so will I receive a final payment notice ?

Yes this is what you owe o2 to leave as your contract doesn't end till the 24/02, as such it needs to be paid in full before you use your PAC Code..  

So your choice is use the PAC code now and pay the early termination / device plan fees or wait till the 24/02 and have no penalty
