Anyone know if I need to get a PAC to leave O2 to join them through CPW on a new deal???

it states on upgarade and new for 1000 customers ring cpw and check and i think on upgrade on the o2 £37 2gb data or £47 8gb data.

Its not upgrading I dont think, its a deal online for the Nexus 5 with a free Nexus 7 tablet through Carphone Warehouse so unsure if I need one as its not actually leaving the network.
