Try texting WEB to 40127, as outlined on the Vodafone forum here, @sinbad73 :

It means your phone has not been provisioned for MMS.
Have you got mobile data turned on?
If you want it provisioned then you need to contact customer services.
Althoug there are far cheaper ways of sending pictures for free over wifi. Messenger, Whatsapp or even attching them to an email.
NB there is a vodafone forum discussing the same thing. All posts from yesterday
