I've recently swapped sims after ordering a brand new phone. Now I want to order another one for my old phone. And since I cannot find the link I used before to order another, I just thought, I may as well ask a daft question - is there's a way to issue a new number to my old, non working, no network o2 sim that I have with me, right now?

You could always give O2 a call https://www.o2.co.uk/contactus although to be honest if you want a new number and the sim is that old, you may as well order a new sim (if you call) or go instore to get one. Take some form of ID and request that it has a new number. Sometimes the sims are blank for those who want to do sim swaps.
