Calls going straight to voicemail

I have an iPhone SE 2020. About 2 months ago all unrecognised numbers started going straight to voicemail. I have tried so many things to stop thick but no joy. I am missing important calls from hospitals etc because of this. Any ideas?

Check your settings for Silence Unknown Callers, @Nelly4.

In iOS 13 a new feature called Silence Unknown Callers could mean that all calls from people not in your Contacts will be going straight to voicemail. Check this by opening Settings > Phone and scrolling down to Silence Unknown Callers. Good luck!

Tried that. The setting is off so thus should not happen.

Just to be sure, no harm in toggling the setting - set to on for a few minutes, then set it back to off.
