How can I retrieve photos from a lost Phone

Android should be backed up to google and iphone to cloud. If you never backed the phone up or had it set up for auto backup they are gone forever.

What phone was it...and did you back them up anywhere?

If you didn't have them backed up anywhere, you can't.

Check your online back ups.
iCloud, one drive, Google photos, dropbox etc, whatever you used.
