The decision not to charge for it is completely separate from the issue I raised. The supply has been exhausted. Why? Because not enough was produced.
Why are they ABLE to supply the first batch free of charge, (and thereby establish it's presence on the market)?
If it wasn't for world patent legislation, any drug company could produce a similar product.

The approval and (some) funding for drug development comes from the government of the countries developing those drugs. (as I said in one of my earlier posts)
