It does sound like it may have something to do with it - It really should have been backed up to a PC and everything cleared of it as it was a storage issue that caused the problem.

What's worrying is I'm sure I heard on the news that one of those affected said they had previously deleted the picture from iCloud before it even dropped off naturally and was still accessed. (I may be wrong)
Yes, that is perhaps the additonal worry about security. you delete the photo from icloud. (the nudie one) but it is stilll retrievable. Stops accidental deletions but i would hope it would be removed totally myself.
