What's to stop anyone from coming up with a great name and buying the domain to sell to PhonepayPlus?

Nothing at all but that works on the assumption that they would choose that name. I suspect they would just choose something different.
Off topic, but someone tried this buy registering 21st Century Fox. It failed to scoop them the millions they were hoping for.
