I am on an O2 Pay monthly plan without any plan or Bolt on for outside EU roaming.
Whilst arriving abroard recently ( Non EU Country), I received a text from O2 stating:

Calls are £2/min to make or receive. Texts are 50p to send and free to receive.
I had 2x incoming calls that I did not answer, and did not go to voicemail, but looking at my O2 Bill I have been charged for these unanswered incoming calls.
I spoke to O2, whom have advised that any incoming call, answered or not attracts the £2 fee, and the way to avoid this in the future is to set up the £0.00 monthly spend cap.
Is this O2's policy and if so were in the terms and conditions does it state the meaning to "receiving an incoming call" and how this attracts the fee.
I used to be with Virgin mobile prior to being switched to O2 by them, and have travelled outside of the EU, and was never charged for unanswered incoming calls by Virgin.

As long as your voicemail is turned off and you didn't answer the call, you should not be charged.

Based on my experience, @Bigzed - take it up with the Social Media team. My refund for being charged to call the O2 Web Top Up line using the O2 advertised number was dealt with quickly:
As @MI5 notes, incoming calls, when unanswered and not diverted to O2 voicemail, like incoming SMS texts, should not put a charge on your bill.
