From what I can make out, that will mean the increase in texts will off-set any increase in call time so I believe that's fair enough. There will be no reduction in minutes or texts on packages although the package itself will increase.
Logically, I think they may well just increase the lower tariffs by £1.00 and the higher tariffs by £1.50-£2.00 so I can't see anyone having much of a problem with that(but this is my humble opinion and pure speculation)
But they could go along with Orange who have stated their intentions.
Orange don't seem to be making any P&G or Monthly changes apart from the extra VAT on the tariff itself.

What's happening?
The Government is increasing the VAT rate from 17.5% to 20%. So from 4 January 2011 the amount of VAT added to your bill will become 20%.
So, in summary this is what will change from 4 January
Pay monthly - the VAT rate is changing soon. From January 4 the amount of VAT added to your bill will be 20%.
Mobile broadband - customers who took our their plans before 1 November 2010 - the VAT rate is changing soon. From January 4 the amount of VAT added to your bill will be 20%.
Mobile broadband - customers who took out their plans from 1 November - the VAT rate is changing soon. The good news is your monthly charge won't change. From January 4 the amount of VAT added to any out of bundle charges and data roaming bundles will be 20%.
Pay as you go - the VAT rate is increasing on January 4. The good news is that nothing will change for you. All your charges will remain the same.
Home Broadband - the VAT rate is changing on January 4. The good news is that your monthly charge won't change. If you have a home phone or second line as part of your broadband package, any call charges will be charged at the new VAT rate of 20%.

Vodafone don't seem to have published any info on their support pages yet.
