At last it would seem that action is being taken and the threshold is being reduced when the company can be fined. New legislation could be in place by June 2015
Until now it has not been possible to obtain a successful prosecution unless "substantial harm or substantial distress" has been caused.
The proposal is to reduce the threshold to causing "annoyance, inconvenience or anxiety"
