Help - changing tariff / reactivating rolling plan

Hi there, I need help with one of the mobile numbers on my plan. I've had to keep topping up the last few weeks, as the rolling plan is not activating and the website just circles round when you click onto the reactivate the rolling plan it goes back to my home page and when you press manage tariff it goes back to the reactivate your rolling plan. As a result, not able to take action with this particular phone number to change the tariff.  To ensure data for the person having this number, I have to keep topping up and it's costing me loads.  I've tried to find a number to call someone as want to change this to a monthly plan but can't find any numbers to contact - can anyone help here please?
