Send it back for a refund.
It is illegal to sell or own a barred phone as it will probably be claimed on an insurance policy and belong to the insurance company now.
I have no affiliation whatsoever with O2 or any subsidiary companies. Comments posted are entirely of my own opinion. This is not Customer Service so we are unable to help with account specific issues.

A bit late now but never ever buy a phone from sellers you don't know. Sadly places like Ebay or Gumtree have many unscrupulous scammers who do this sort of thing to make money out of the unsuspecting public.

I hope you get a refund... but if it's an independent seller I suspect you wont.

You need to report it to ebay (if bought from there) as the seller might be at it on a regular basis. Even better if you paid by Paypal as you can open a case and get a refund anyway.
