Not yet anyway, as with the last iPhone the open discount isn't available for the first few months, it will be at a later date, usually as soon as there is free flowing stock.

Not according to the T&C's currently......

Are there any exceptions?
We don’t include the iPhone 5s, Pay & Go, any non O2 Refresh tariffs or business accounts in the O2 Open scheme.

As MI5 said, the T&Cs explicitly exclude the iPhone 5s currently.

Although you'll be able to get a discount code, as the O2 open website doesn't know which phone you'll be trying to use it with, when you submit the discount request it'll just be rejected.
