You can set up a repayment plan by contacting CS as advised, but the phone will not be reconnected until the bill is fully paid up.
There may also be a reconnection fee added.

I hope you don't mind me saying, but I think you chaps should refer to 'Customer Services' rather than just 'CS' to a Level 1 Joiner who might not know what you mean.
