The hotspot, I assume, is for Wifi which is a seperate thing from mobile coverage. Also, indoor coverage can be patchy especially if inside of old buildings with thick walls.
The coverage checker is only a simulated guide to a theoretic signal level and cannot be guaranteed to be accurate.
