Iphone 5s - can't play BBC iplayer downloads

I've just upgraded from a 4s to a 5s. Previously on the 4s I could download a program on BBC Iplayer when connected to wifi and then watch it back at my leisure. Now on the 5s I can download the program in iplayer but when I go to play it it buffers for 5 minutes or so and then tells me it can't be played. If however I am on wifi it will let me play the downloaded program. What has changed betweed my upgrading between the 4s and the 5s - think there must be something I've not ticked somewhere. I have downloaded and reinstalled the Iplayer app a number of times and have tried downloading various programs but still get the same problem. I have also tried restting my network settings - again this makes no difference.
Help!!

Mine is working on 4g and 3G.
Try
Settings , general , reset , reset network settings.
Or Hold the Top Button and Home Button until the Apple Logo appears, and then let go of both. Your iPhone will reset.

Do you have decent 4g or 3G signal. Anything less and perhaps it will buffer.
2nd post to confirm iplayer is working for streaming too to clear up confusion.

I though this issue was about download over wifi not live streaming? i.e. no connection required to playback!

Thanks All - I've tried all these things. I am connected to wifi to download the program - as a test I then turn off my wifi signal and try to play the downloaded program - previously this always worked fine and still does work fine on my old 4s (the kids now have the 4s and they can watch downloaded programs on iplayer without a problem).

just downloading on my 5s now to test but have only got 3mb adsl sppeds here approx 4 mins of bargin hunt to download

Bargain hunt downloaded in standard def and wifi off gprs as mobile data and programme starts to play as expected.
Very strange what version of the app and ios? mine 7.1 and app 3.3.0.136
