Hi,

I bought iphone (ebay) and I try unlock it.

I have balance £19.81 and I make a few calls. I send request form : https://www.o2.co.uk/apps/help/help?qid=1&q1=2&route=unlocking&case=Handset%20Unlocking%20Form

Aswer:

I'm sorry, we have not been able to unlatch your iPhone at this time.
The reason given is: The Mobile Number provided has not been registered

Yes, it needs to be used on O2 network in the UK.

Actually I'm now outside the UK. Does it matter?

It is because you are roaming if you are using phone abroad and not actually on the "real" O2 network
