None of the current tariffs reduce at any time, if you take out a new Refresh tariff once the phone is paid for, you can reduce to paying the line rental only, end the contract or upgrade again.

If you take a tariff for £42, then it will stay at £42. You can't reduce your tariff. Doesn't matter how many years you've been with O2. Where did you get the idea that you could reduce your tariff?

no, you can no longer reduce tariffs. You continue to pay what you sign up for after March 2012.
