plus sign (+) stripped from received sms

It seems the + sign is stripped from SMSes so that my replies to it fail to send. If I manually send to the contact by typing in the number including the + sign, or by selecting the contact, then it works as expected.

I figure it is some s/w bug in an application on my phone, but there are many points where this could be happening that I'm reluctant to even start debugging it.

Iinm, there are three apps that receive the sms :

1) the built-in messages app
2) the Google hangouts app
3) the O2 TuGo app, though perhaps this receive via some other method (ie not via the cell network

Anyone have any thoughts on this?

If using hangouts you should disable the stock sms app and not really use both at the same time. Maybe it's a conflict?
