Firstly, try a different charger and / or lead.
Next check for any fluff or muck in the charge port.
Sometimes, it can take a while to charge if the battery is very flat, so make sure you leave it plugged in for a good while.
A final thing I can think of is holding volume down and power whilst inserting the charger as this can kick start it too.
