Just to throw another possibility out there for you, do you have Data Saver mode enabled?
Go into settings > connections > data usage > data saver.
Or search in settings for "data saver".
This is from a Samsung S7 Edge handset, recent firmware, so may not be the same steps with different models or software versions.

Things like social media apps tend to eat astonishing amounts of data in the background, so I suspect it keeps them on a tighter leash along with limiting other unnecessary data. Probably only worthwhile if you have a low data allowance, or when roaming outside of the Eurozone to limit costs.
