Hi looking to buy my daughter the Samsung watch 4, she already has a phone that’s on EE. Does the phone and the watch have to be the same network?

It can be used paired to the phone via bluetooth and wifi but it won't work as a standalone device.

Yes they do, otherwise they won't pair up.
