Anyone know how to reset the SIM lock counter when hardlocked on a Xperia Z1

Nope, part of a deeper firmware than user has access to, you could try asking Sony

We had one previously where it was alleged that o2 had provided the wrong code and the owner had locked it out.
From memory, o2 ended up replacing the phone.
