I ordered mine on the 13th at 9pm and they both still say within 3 weeks and have done for a week. So it’s obviously not a countdown. Cancel order button is still active. I was told they are shipped on a first come first serve basis, which is know is utter nonsense as I know someone ordered after me and got it yesterday.

Okay, got my 16pm on Friday, it's restarted a few times and glitched a few too. Contacted apple to runny analytics on it and this was their response...will the shop let me swap to a new one today?
First iPhone and not a great start (and is it normal for the keyboard to be as smooth as a 2013 android? Or just maybe this device?

I messaged O2 - on twitter - at around 2am on the 20th; they've just replied stating that pre-ordering doesn't guarantee delivery on release. Why would anyone pre-order then?..

You will need to return the phone to the store you bought it from, and they will allow you to exchange it, but bear in mind only if they have stock available for non pre-orders, or reserved stocks..
There is a post on the UK Pre_order thread where Apple are quoting 4 weeks for a replacement handset...
All you can do is ask and see what the store has to say.
Good Luck
