You won't get 4g off your o2 sim but 3g works fine.
I am getting 18mbps on 3g in France which is fine for my needs.
I can't say what the speeds are in Spain as I haven't tried there but if your iPad has an o2 data sim, it won't work outside of the UK, only phone sims work outside of UK.

3G worked fine the last time I was in Spain, Connected to Movistar with no issues at all. I had to use WiFi for my tablets. . As WiFi is available pretty much all over the country in hotels, bars and restaurants, this wasn't a problem for me at all.
