Why is wifi calling not available on Pay as You Go? The O2 mobile network is currently down in our area.

Good question, and O2 is not the only network to impose that restriction, @rpiMike

I guess you could move to the cheapest SIM-Only contract and get it, handset permitting, for not much more than the 10/month cheapest PAYG?

Probably because the ARPU on PAYG is so low, that there is no return on investment. 

This is not customer services and we dont have access to your account

In English, it means O2 don't make enough off PAYG.
