Pay as you go to pay monthly sim

I requested 

Moving from O2 Pay As You Go to O2 Pay Monthly sim contract.

But my old phone number(O2 Pay As You Go)  moved to GiffGaff network. 

I didn't request Pac code from O2.

one of O2 staff mistake transfer my number to GiffGaff.

how it is possible transfer my number to GiffGaff. (NO PAC Code)??????????????
