Adware?

Can someone help me please?The screenshot below is what  keeps popping up and I have no idea what it is.  I have no new apps installed and my virus scan can't find anything.  Beyond annoying now x

Or try this if you are on Marshmallow.
Find the permission list for "draw over other apps"
List here all the apps with toggle set to "on"
Go to the Device Settings
Tap "Apps"
On the top right, tap the gear/ 3dots icon
Under Advanced, chose "Draw over other apps"

Trying to find draw over other apps...have found apps that appear on top ..could that be it? X

I've reset all app permissions. Crossed fingers x

Except it has permission, you need to find the list of apps with permission to draw over others and identify the one pushing this overlay ramdomly
