If you have actually seen the bill as you say @Zoon and the alert remains then my only advice would be to delete and reinstall the My O2 app. It wont do any harm and may just do the trick...
Edited to add. I have just tried mine. I had the same alert. When i pressed it I was told 'you have no new messages' and then the alert disappeared. Mine is version 8.3.1....
