So my upgrade was marked as complete on 06/01 yet I don't have it!
O2 dont know where it is either.

We're all well aware of how useless O2 is right now, but the reality is that it's O2's responsibility to ensure your device is delivered.
All you can do is keep trying to get some sense out of them.......
