This sums up what I dislike about the new system.
If this PM is to encourage me to make more posts, it has the opposite affect. I am not interested in making posts just to climb up a silly ranking scheme.
And AFAIK I was already on that rank.
Note:
I have not helped out in the broadband section since the new system was introduced and I see no prospect of this changing.

Thanks for your suggestion, I really like the idea behind that.
Because the ranking reflects how helpful the community thinks someone is, we find it important to congratulate newly ranked members. An automated message is not the best way of doing that though.
Following your thoughts, we'll look into the possibility for us to get a notification whenever someone ranks. As long as it's scalable, that would allow us to manually send a 'congratulation' message and would solve the problem all together.
I'll let you know how that develops.
