Because you can't move apps to the SD card if your phone is running Jelly Bean unless you root your phone. It isn't a Sony problem, it's an Android problem.

This very problem is one of the things that annoys me with Android & also the app market.
I ended up rooting my Xperia Arc S to get Superuser access & then installing Titanium Backup so I could move app's to the sd card & also remove the preinstalled bloatware from the phone.
Some app's do need to stay in the internal phone memory to run correctly but most can be moved safely to the sd card.
