I have a sim only tariff and have just bought a new phone. My old phone was 3G but the new one is 4G. They both take the same size sim card and I have swapped it over to the new phone, keeping the same number etc. If I wanted to upgrade to get more online time would it be necessary to get a new sim card as well or does the 4G only depend upon the capabilities of the phone and not the sim card?

If you have a 4G capable phone you will need a 4g sim and ask for 4G to be activated on your account.
4G is for data only and how much you get is dependent on your sim only tariff. If you want to upgrade your tariff you can do via My O2 http://www.o2.co.uk/myo2
or contact customer services 202..

What you will need is more data.
Online use isn't measured by time, it's measured by Mb's or Gb's which are units of measure for data bytes.
