Why does my phone say "forwarded call" every time someone rings me?

I first noticed it on my last phone (Galaxy S6) and I recently upgraded to an S8+ and it does it on this as well. Every time. Any ideas what it could be? Googling has not helped.

It's because you have voicemail turned on.

But how does that happen when it hasn't gone to voicemail. Why would the call divert before it's even gone through

Mine started showing this after I installed TuGO on my laptop.  If the sound is on, my laptop rings two or three times first.

Note 9. O2 since 2007.

Easiest option is to switch voicemail off and try it but mine does work the same way. Problem is the same ringing out and to me an unacceptable delay.
