Not connecting to network

Just got a new SIM, topped up and it works in my old phone but won't work in my new samsung. Tried other SIMs in my Samsung and they work so it isn't the phone either. It's saying unable to connect to network or emergency calls only. I've tried resetting phone, software updates, manually selecting the carrier, restoring phone to factory settings, checking APN- no luck with anything.

Is the new phone unlocked to all networks?
