Yes you will be charged for sending a text as it is outside of the UK.
Are you on Pay as you Go or on Contract?

If he has his uk mobile phone and you have inclusive texts no you will not be charged..
You never get charged for calling or texting a uk phone out of the country it comes out of your allowance or charged at normal uk-uk rate.
Texting/ calling from the Falklands though will be charged assuming they have coverage
