why am I being charged every month for a number that was cancelled by O2 without being activated

Hello,I receive a monthly bill for an account that was never activated and, I believe, was cancelled by O2. I would like to stop the billing, please. I would also like to ask if it is possible to refund about a year's worth of payments. Thank you.
