We can not check individual accounts in the O2 community you would need to speak to 202 if on Pay Monthly or 4445 if on Pay & Go who can check you have the correct tariff or international bolt-on's on the account and no restrictions.
You can always call in to store as well as they can see this information as well.

Have you checked the option to allow mobile data whilst roaming, on your handset as the default is for it to be set to off
